Nope. The closest you get is advisory locking with the 'cvs edit' and 
'cvs watch' capabilities.

You might be able to write wrapper scripts around the cvs commands to
honor 'cvs edit' commands and not allow anyone to grab the lock from
anyone else.

If that is not good enough, then you may need to use something other
than cvs for your source control system.
