When I came in this morning things seemed clearer.  I just deleted the file
dbo.CitNewsSelect.PRC,v from cvsroot, updated the directory, and re-added.
Works like a charm.  Only problem is I lost all previous history on the
file... might be nice to avoid that if possible.  If anyone knows how to do
this in a less drastic way, let me know.
