No recent version of CVS could have done that, only an ancient version
that uses external RCS commands rather than the integrated RCS library
along with an antique version of RCS.  I suggest you track down said
antique version of RCS and get rid of it lest you have more problems in
the future.  You might want to track down the ancient CVS version(s) and
update them, too; there have been a lot of bugs fixed in the last ten
years.
