That is correct, this is not a WinCVS mailing list but I believe there should be an option to indicate a file is binary when adding the file to the project.
If you want the binary/text determination to be automatic and can rely on file extensions for the determination then modify your the "cvswrappers" file: https://www.cvshome.org/docs/manual/cvs-1.11.18/cvs_18.html#SEC166 to reflect that.
