While CVSNT and the standard GNU CVS are similar, there are differences, and
the lock server is one of them. You'll get more knowledgeable assistance on
a mail list that focuses on CVSNT.

Unfortunately, I don't have any links I can provide you. A quick search
through the archives for this list might turn up something.
