The "purely local" part is more a side-effect of making "cvs add"
orthogonal to "cvs rm", which it should always have been.

The other integral parts of my proposal also fix the "recursion" bugs in
"cvs add".

Which is of course diametrically opposed to mine since mine will force
all "cvs add" operations to always only be local, just like "cvs rm".  :-)
