You don't. CVS doesn't have the notion of a traditional checkout that involves locking. There may be a record in history that a workspace has been created (which is what CVS calls a "checkout") that can be countered by invoking the "cvs release" command.

If, on the other hand, someone is trying to simulate a reserved checkout mechanism using the "cvs admin" command, there's a different option to that command that clears the RCS level lock. But using "cvs admin" in this manner is strongly discouraged.
