First of all, do you really need to block tagging? Creating tags and
branches is pretty harmless.

Taginfo should do what you want. Just examine the user ID and return
non-zero if that person is not allowed to tag or branch. For more
complicated scenarios, have a look at cvs_acls script in the contrib/
directory of the source distribution.
