Okay, I got it to work. The thing I was doing wrong was trying to do cvs init as root.
Now I have another problem. (joy) When I give passwords to users in the passwd file in $CVSROOT/CVSROOT, they can't log in remotely. I don't know why, but when they don't have password and are listed they can log in.
