Hi Jim, As per ur suggestion i made cvsadmin group.but now the user can not execute cvsadmin -l <filename> to lock the file.
CVS 1.12 can be configured to allow non-admin users to execute specific cvs admin sub-commands. Have a look at the UserAdminOptions at https://www.cvshome.org/docs/manual/cvs-1.12.12/cvs_18.html#SEC206
