On the select tags panel, click the 'Configure Tags...' button. In the file system browser (upper left), select a file you know has the tag you need (eclipse will grab all available tags that exist for that file). The available tags will show up in the 'New tags found in selected files' box. Put a check beside any tags you want to import. And now for the tricky part: click 'Add checked tags'. This will add the tags to eclipse's tags list and they should be visible when you want to check them in.
