xinetd is a server which starts other server processes, such as pserver, when it receives a request for them. So you might not see pserver all the time.
I assume that you cannot connect using pserver from a remote machine? I think that if you post your xinetd script, and also tell us how you tried to connect to CVS remotely (using what client? What error messages appeared? Can you show us the CVS command line the client is building?), someone here should be able to help you.
