Try removing the -l %u %h.  In winCVS the username and host is handled
by the CVSROOT thingie.  (e.g. :ext:[EMAIL PROTECTED]:/cvs/root).  Mind
you, I have not used Tortise so I don't know how it sets up the
cvsroot.
