I don't mean to be difficult, but I'd suggest that, at a minimum, you read
the Cederqvist before attempting to administer a CVS repository.  I've also
found that "Open Source Development with CVS" by Karl Fogel and Moshe Bar
(http://cvsbook.red-bean.com/) to be useful for teaching CVS to a less
technical crowd.
