Because CVS stores the CVSROOT used for the original checkout of a working directory (in CVS/Root) and uses it for all subsequent operations in that directory (unless overridden with the global -d option on the command line). That makes life much more convenient for people who work with multiple repositories since they only have to specify the root for the initial checkout, not every single CVS operation.
