You will not be able to install rcs as user 'root' unless you patch it
like some of the GNU/Linux RPMs do.
I recommend you just go to rpmfind.net and look for an rcs package that
will work and download and use that instead of trying to build from
scratch unless you care to read the errors and work out what is wrong by
yourself.
