But using cygwin or srvany does not add any code of other operating
systems. In fact, srvany is a tool from Microsoft.

If the company does not want any code from a non-Windows origin, why
would it want to use CVS in the first place? Even CVSNT is derived from
CVS and thus, has a non-Windows-origin.
