Thanks Larry, I suspected as much. The issue as it is described to me from the development team experiencing the problem is that when they attempt to use the 120th branch it never responds to them. They are using WSAD to access CVS.
However, in speaking with one of the team members they indicated that they never actually close a branch. So, in essence, there are 120 open branches. I'm thinking that they may have run into a resource threshold on the server, i.e. memory usage, to maintain 120 open simultaneous branches.
