I don't think you need any new users on your Windoze computers, -- you only need special user on CVS server. I bet the Linux computer running CVS server has plenty of "users" that are not a single person (such as "root", "daemon", "bin", "sys", etc.), and then adding yet another one shouldn't be a big deal.
