This indicates that you have a commitinfo file in CVSROOT/ (on the repository) which wants to call an application named "Web", but that one does not exist. (cf. http://ximbiot.com/cvs/manual/cvs-1.12.13/cvs_18.html#SEC188) If you are the administrator of the CVS, make sure that the CVSROOT/commitinfo file is valid.
