[Login aborted]....connection attempt failed error

Hi,
 
Does anyone have any idea why I am getting this error ?
 
cvs [login aborted]: connect to <machinename>:<portnumber> failed: A
connection attempt failed because the connected party did not properly
respond after a period of time, or established connection failed because
connected host has failed to respond. 
 
I am trying to connect to the CVS server using WinCVS client GUI.
