sharing single file between modules

I'm migrating and reorganizing src from RCS to CVS. There is one
common file for two modules, which is simply a symlink in src tree
under RCS. I understand CVS allows a common module that is shared
between two modules (ampersand modules), but how do I share a single
file? I don't want to make a subdirectory for one file.
