The problem is that the underlying RCS file format is optimized for checking out the HEAD. Whenever you want to check out anything else, RCS (and, thus, CVS) has to do many computations. So, doing this branching over and over again, you end up making your CVS server behave slower and slower. This might not be what you want. Just my 2 cent worth as a warning.
