I found the solution as it seems. It was because of the Anti Virus program. I
had to exclude the folders where CVS checks out to, then it worked.

'2007-10-08 17:34:35 GMT' -C -d -P -S -f -R -r HEAD SALES_MODULE
As a workaround I now have to delete all the previously checked out files
before running the above command.
What is wrong? I googled for a solution. But I found only problem
descriptions.
