Did you initialize the repository using ``cvs init''?

You said your repository is SOA, but you're trying to log in to
SOA/test, which is highly suspicious.  Please read the The Repository
section of the manual, particularly Creating a repository and Remote
repositories.  You're strongly advised to make sure that CVS works
correctly on the server in local mode before you try to configure remote
access.  Once it's working right in local mode on the server, if you're
still having trouble accessing it remotely, see the Troubleshooting
section of the manual, particularly Trouble making a connection to a CVS
server.
