The :extssh: method was added to CVS in cvs 1.12.13. The NEWS file says
this:

Basically, it just assumes :ext: and CVS_RSH=ssh exist for the
connection.

That said, I believe the eclipse cvs client is written in Java. I do not
believe it is a very well written client as it tends to stop working
when anything slightly out of what it expects shows up in the
transactions on the wire.
