You can't. But if you explicitly update that file to the revision you
checked out, you'll give it a sticky tag that will prevent CVS from
trying to update it and will cause CVS to complain if you try to commit
it.

Thanks for your replies. Seems like it's better in this case for the
repository administrator to deliver this file as foo_template, and give
instructions to the user "Customize foo_template to your purposes and
rename it to foo", rather than having foo under version control. I just
agreed with the administrator on this way of proceeding.
