You've been asked nicely a number of times, now I'm going to tell you: STOP SENDING HTML MESSAGES TO THE LIST!!! Html is for the web, not e-mail. It means that line 28 of your modules file is invalid. It probably says just "test". You correct it by checking out CVSROOT/modules, fixing it, and then checking it back in again.
