ViewCVS doesn't show listings with enscript on Windows

I've installed ViewCVS and set use_enscript = 1.  But, when I look at
a listing in the repository, no code appears.  There's a message at
the bottom of the screen saying a temporary file cannot be found.  If
I set use_enscript = 0, the listing is shown but it isn't colorized.
