Before you can use a password stored in .cvspass, you need to be able to successfully log in to the repository, at least once. Not sure which version of CVS you're using, but there's more information here, http://ximbiot.com/cvs/manual/cvs-1.12.13/cvs_2.html#SEC32, for version 1.12.13, as an example.
