CVSNT (free/GPL just like CVS) is available for Windows Server 2003 - we don't do 64 bit builds, but the 32 bit build runs fine on the x64 editions. CVSNT will automatically migrate a CVS repository, but CVSNT is NoT CVS though - it has a lot of additional features like failsafe audit, user defined changesets, atomic changesets, rename, merge tracking, access control lists/fine grained access control and an SSPI protocol - ideal for using with other windows clients since it uses the windows authentication token.
