If you are using windows then you are probably using CVSNT which is NoT
CVS.  Both TortoiseCVS and WinCVS rely on CVSNT - they wont work with
CVS (but may work with limited features on older CVS servers).  

I work for March Hare Software who employ the developers of CVSNT - and
we pay for that by selling 'CVS Suite' which includes GUI's,
integrations, documentation etc.

If you are using Free Software like CVS or CVSNT then I strongly
recommend you support people who support free software - not simply
organisations that create products that rely on free software but don't
contribute significantly to it.
