Which version of CVS are you using?  If it is CVS 2.x (CVSNT) please
contact the authors via [email protected] note: CVSNT is NoT CVS.

The word "lock" has many meanings in SCCM, but the most common is
'reserved' versus 'unreserved'.  This is a big topic and CVSNT 2.x
handles it very very very differently to CVS 1.x (in CVSNT 2.x I believe
you will probably want to use 'cvs chacl' if this is a 'release
management' issue).
