newbie: sandbox in ~/public_html

I am newbie.
I installed CVS in elementaryOS and I created repository in /var/lib/cvsroot 
with project rozgloszenia in folder ~robert/public_html. 
What to do to have sandbox in ~robert/public_html? I would like to use this 
folder.
