I can also confirm that Outlook Express does this.

I use Outlook Express as my primary MUA and so do
some people that I host email for and this is an
annoying problem.  I've found certain ways to get
around the problem by forcing a refresh (like
hitting F5, or switching to another account and
then back again) right after my unread count goes
back up which then makes the unread count
synchronize and go back down.  I've thought about
changing MUA's but I like too many features of
OE that I haven't found in any of the other freely
available clients.

In general I am waiting for the fix from Microsoft
about this on their Automatic Windows Update services.
Until then, it's a bug not a feature at least for me. :)
