You have to have c permission to delete the user. So, do a sam first, like
this:
localhost> sam user.fcuell cyrus all

where cyrus is your administrator. This gives user cyrus permission to do
anything he/she wants to the mailbox. Then,
localhost> dm user.fcuell

should work fine.
