The basic problem is that you cannot implement the IMAP protocol using the functionality provided by a POP server. Conceivably, you could have a proxy that did what you wanted and provided a very restricted subset of IMAP commands, but you would likely find clients would not work with it.

You should just bite the bullet and convert them at once, offline.
