Yeah, the mailbox names are limited to characters in the GOODCHARS define in mboxname.c (plus & for mUTF-7 encoding).
Offhand I can't come up with a good reason for # to be disallowed other than someone was being paranoid when they wrote it.
Maybe its because some servers (eg, UW IMAP) use it as part of namespace prefixes.
