Looking at the list of affected users it seems that another step is involved. We already migrated from 2.2 to 2.3 some years ago. Most of the affected users had our standard subscriptions (Drafts, Sent, Templates, Trash) and never changed it. The *.sub files moved from 2.2 to 2.3 and never got changed. 2.4 didn't like the last line then as it seems. Maybe a missing newline from 2.2? Still checking...
