The OS is licensed with the computer if it was bought that way, so a CD of the OS is supposed to be included with the PC.  Might be different if you licensed Windows through a separate source and bought computers with no OS installed.  School property has to be offered for bid when it is to be disposed of unless it is beyond repair.  Maybe a sealed bid process would work.    Brian Ney N.
