Jackie,
The fortigate has "banned words" on the web filter tab. It comes blank, so you 
must have added a banned word.

Example:
Let say you ban the word "gate". You would be banned from www.fortigate.com and 
www.gateway.com. It finds the banned word and denies access. Banned words is 
powerful and should be used carefully. Good luck.
