And this can also be taken as a teachable moment on the importance of backing
up: students may have a legitimate reason for keeping their work (applications
that require essays, notes to be used in a follow-up class, etc.), but they need
to take responsibility for that work: back it up to CD, flash drive, etc. Make
the clean up an announcement at end of year (or right now, for that matter), and
teach them the responsibility (and consequences) for their own work! You will
never prevent all the "recycling" that Karl has noted, but you can remove the
school from enabling and facilitating the behavior.

I've always emptied out student folders at the end of each school year both for
the reason you mentioned and also to clear out any contraband (music, personal
photos, etc.) that may be taking up disk space.
