I lock things down with group policies. And for desktops (on the screen,
not the computer itself) I do not want changed for group based user
accounts, I delete everything out of the desktop folder and then push
what I want back to it using a script and log in. That way it is easy
for anyone who knows where 'the folder' is to make changes to the
desktop.
