I don't recommend the passive VGA splitter below. The few times I used it the results were poor. Either the video was really dim with two monitors connected, or one monitor just did not work. There are a few video cards with enough output power to make it work, but most can not deal with the current draw of two monitors.

What document camera is being used? Some of them can act as a switcher.

AV Co-op Catalog item# 52850 is an VGA splitter that splits an HD15P plug into 2 HD15 jacks. Cost is $3.62 each from Midwest Computer Products.
