In a 10.5.X Environment with Network homes Safari 5 never runs after the 2nd start up. I have not tested this only read. I have also read that it is not an issue in a 10.6.X environment. I still am not going to deploy Safari 5 at the start of the school year.

I am unsure, I have only read about the issue, not replicated. I will not be putting Safari 5 on my base image for next year, wasn't planning on it even before this issue arose.

If you are using Network Homes, DO NOT upgrade to Safari 5, wait for a
fix to be released.
