I'm not sure that this (below) is your issue, but it sounds related.
sieveshell apparently doesn't like STARTTLS, and there doesn't seem to
be a regular TLS option. I have a similar issue connecting on my side
using sieveshell.

From that issue, it sound like the recommended solution is to use
another sieve manager, like this:

I generally use the sieve manager from RoundCube's webmail for my sieve
script management.
