Funny, I thought that David was already part of the team :-)

The general idea we had was that people would prove themselves through their participation before getting the keys to the castle, so to speak - so the next step for David would be to propose him as a Jenkins admin and admin on Jenkins slaves, as you have done.

relevant technologies & services.
In terms of permissions to services i think access to Jenkins master, Jenkins 
slaves, puppet & foreman servers will be good to start with.
