Infra doesn't create branches for projects, that is done by each project maintainer and you should already have permission to do it in gerrit.
Just create a local branch and push it. Also, any ci changes needed to support it needs to be initiated by the maintainer while if any help is needed, of course we can assist with any gap on knowledge or process.
