Actually you can use "fork" again and again - which makes me think that "fork" is not a good name for this feature. Even though both say projects 'A' and 'B' already exist, you may peform "fork" action for package 'Foo' from 'A' to 'B' anytime you consider 'Foo' is "stabilized".
