It's best practice to include a reply-to, yes.  However, if it's missing then the reply would go to the "To" header.  When I code list servers I use the reply-to and the return-path headers.

But wouldn't I need both, the header_reply_to if someone hits their "reply" button, and header_return_path to go to the bounce email address?
